Can we use an approved artwork as a reference file for the new project?

Yes. To use a final approved artwork as a reference file for the new project, follow these steps - 

Step 1: Go to the Artwork Library and select the artwork you want to use

Step 2: Toggle the option "Use as Reference File" and it would be directly imported into your Project
